Beginning in 2002 application counts were recorded on consistent dates so as to compare incoming application receipt across years. To aid comparisons, estimates have been calculated for years in which numbers were not recorded on count dates. Estimated numbers are indicated using a parenthesis, e.g. (52).

A dynamic on-line system went live in 2001 with counts automatically calculated, and therefore not recorded here.

In February, 2005 the program experienced a catastrophic web server crash resulting in the irretrievable loss of all data and on-line capabilities. On-line forms, and any capacity to accept application documents remained off-line. On 2 December 2005 a paper-based system was launched as an interim solution to cover the 2005 - 2008 sessions.
