Topic: USFWS proposes bird rehabilitation regulations
Background: On 6 December
2001, the USFWS proposed
regulations governing bird rehabilitation activities, which had
previously been covered until the special purpose permit regulations.
The Ornithological Council filed comments,
focusing on the donation of dead birds by bird rehabilitators to
museums and other researchers.
The final
regulation was issued 27 October 2003.
The USFWS rejected OC's suggestion that donations be made mandatory.
Subsequently, the OC provided to the National
Wildlife Rehabilitation Association and the International Wildlife
Rehabilitation Council a directory of all museums willing to accept
dead birds from bird rehabilitators.
